Stati Uniti. C'è una banda che spadroneggia nelle rapine in banca. Si tratta degli "ex presidenti", quattro malviventi che indossano le maschere di Carter, Reagan, Nixon e Johnson. L'FBI gli ha dato la caccia senza esito anche perché non si è voluto dare credito alla teoria dell'agente Angelo Pappas il quale ritiene che si tratti di surfisti che in questo modo si finanziano le escursioni. Quando alla sezione di Los Angeles giunge il giovane agente Johnny Utah l'indagine si rimette in moto. Utah dà credito alla teoria del collega e si fa allenare per il surf dall'esperta Tyler che lo introduce nell'ambiente. Ha così modo di conoscere Bodhi, surfista esperto in attesa dell'onda perfetta, che è anche il capo della banda. Mentre Utah e Pappas continuano l'indagine e le rapine si succedono tra il poliziotto e il rapinatore si crea un legame. Fino al giorno in cui Bodhi scopre che Utah è un poliziotto.(my movies.it)
